FINANCE SPECIALIST – FINANCIAL ACCOUNTANT

All Inclusive Salary package (R): R 491 403 – R578 841 per annum

Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that operates under the NQF Act 67 of 2008. SAQA seeks to appoint a Finance Specialist : Financial Accountant, who will exercise control function on income, expenditure and balance sheet documentation. Review/prepare reconciliations between the general ledger and subsidiary ledgers, registers, schedules and other financial systems. Prepare the consolidated and divisional budgets based on zero-based/activity based methods including the MTEF, ENE and ENE Chapter. Prepare finance reports to external stakeholders including preparation of the AFS, annual report inputs and NT AFS GRAP template.


Requirements are: The most eligible candidate must hold an appropriate recognised qualification at NQF level 6 in Finance or related field.
This must be coupled with a minimum of 3 years supervisory experience in the finance environment, 2 years experience in using CaseWare in preparing Annual Financial Statements, 3 years in using MS Excel at advanced level,3 years experience of practical application of GRAP.
An NQF level 7 qualification in Finance or related field, 4+ years’ supervisory experience in the finance environment as a financial accountant and 3+ years experience in using Sage 300 Accpac or similar ERP system will be an added advantage.
The incumbent must have a good knowledge and understanding of GRAP/GAAP accounting principles, SAQA policies, and procedures, PFMA/treasury requirements, ACCPAC, PPPFA, accounting systems, Supply Chain Management, Facilities management and Revenue management.
Strategic thinking, financial management, leadership, good communication, project management, and analytical skills should be the strengths of those aspiring for this appointment.
Duties : The key performance areas of this position are to:
• Review work of Administration clerks and finance practitioners to ensure that outputs are technically correct and in compliance with SAQA financial policies and procedures.
• Review/prepare reconciliations between the general ledger and subsidiary ledgers, registers, schedules and other financial systems.
• Preparation of consolidated/divisional budgets including MTEF, ENE,APP extracts and ENE Chapter. Spearheading the compilation of budgets by advising the relevant persons in the divisions of the appropriate budget methods to be used.
• Review before posting transactions in the Cashbook and to the General Ledger transactions.
• Check and verify AP invoices have been correctly allocated in the system and post all captured batches by creditor clerk to general ledger as per procedures.
• Responsible for maintaining control over all Finance documentation and preparation of audit files.
• Supervise and checking all financial systems modules: Cashbook, Accounts Payable, Accounts Receivable and Authentication Services Claims to the General Ledger.
• Review and verify invoice and payment batches against supporting documents before processing in the accounting system.
• Ensure that cash clearing accounts and suspense accounts are maintained and reconciled on monthly basis.
• Monthly reports to Finance Manager, CFO and Divisions.
• Review and ensure that EFT/cheques issued to 3rd parties and report produced for use by other departments and 3rd parties to comply with the requirements of users and are mathematically and technically correct
• Preparation of Finance reports to external stakeholders including the AFS, annual report inputs and NT AFS GRAP template.
• Recommendations to Finance Manager for final approval on budget.
• Assist in identification of operational requirements of the office and the supervision of subordinates.
• Communicate and liaise with other Divisions of SAQA, external parties (creditor’s clients) and other stakeholders. Identify and report any corrections that may arise.
• Review assets reconciliations on a monthly basis.
• Review and post all new acquisitions, depreciation, disposals and adjustments monthly.
• Any other task/activity requested from the Finance Manager/CFO given from time to time
