Independent Contractor: Policy Analyst - RPL and Articulation Project

Objective: To effectively manage the RPL and Articulation project in order to provide proposals, options and recommendations for amendments to the DHET’s (2017) Articulation Policy and the DHET’s (2016) RPL Coordination Policy. These proposals should ensure alignment of the Articulation and RPL Coordination Policies to the broader education and training legislative and policy environment and address duplication, inconsistencies and gaps that may exist

A relevant and recognised qualification at Level 7 on the 10 Level NQF or Level 6 on the 8 Level NQF, or equivalent. An NQF Level 8 qualification on the 10 Level NQF or Level 7 on the 8 Level NQF will be an added advantage. A minimum of 3 years of management level experience with knowledge of the NQF environment and related fields, South African government education and training systems, research design, methodology and analysis (quantitative and qualitative) Experience in Policy development and analysis will be an added advantage |

Recommendations for amendment of the RPL Coordination Policy • Clarifying what is RPL in the South African context • Outlining/ summarising where RPL is applied in the PSET System viz. Universities, TVET Colleges, SETAs, Private Providers and ARPL (max 5 pages). • Summarising all RPL work/studies done by SAQA and the 3 Quality Councils (max 5 pages). • Consolidating the Ministerial Task Team (2014) recommendations; the recommendations of the Implementation Evaluation of the NQF Act, 2008 Report; the proposed activities of the NP-PSET; and the legislative mandate (as per the proposed amendments to the NQF Act (max 5 pages). • Making high level recommendations on RPL implementation. • Summarising the findings/recommendations of the interviews with the DHET, SAQA, QCs, professional bodies, universities, and colleges. • Considering the coordination of RPL in the country and making recommendations on simplifying the coordination of RPL in South Africa. • Identifying where policy statements/recommendations are/aren’t according to mandates. • Making recommendations and proposed amendments to the different RPL policies in general, and to the RPL Coordination Policy in specific. Recommendations for amendment of the Articulation Policy for PSET • Baseline report for articulation implementation between TVET and universities. • Clarifying what is Articulation in the South African context. [Argue for adopting of programmatic articulation as the foundation for both systemic and specific articulation]. • Summarising all current articulation work/research and work/research done by SAQA and the 3 Quality Councils • Commenting on ‘articulation for transition into professional designations’ • Considering the implementation of the Articulation Policy for the Post-School Education and Training System in South Africa (2017); the Quality Councils’ Policies on articulation, credit accumulation and transfer and other related policies; institutional policies (access, admission and articulation), and make recommendations on simplifying implementation of articulation in South Africa. • Where policy statements/recommendations are/aren’t according to mandates or are inconsistent. • Recommendations and/or proposed amendments on the Articulation Policy for the Post-School Education and Training. • Policy brief on articulation between TVET and universities • Amendments (in tracked changes) to the Model for Programme Articulation of TVET College Programmes into University Programmes (17 February 2021). |
