Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that
operates under the NQF Act, No. 67 of 2008. SAQA seeks to appoint a Manager:
Governance, Risk, Compliance, and Legal. The successful candidate will be the
custodian of governance policies, processes, procedures, and practices for SAQA.

The most eligible candidate must hold a recognised LLB Degree at NQF Level 8 on the 10 Level NQF or equivalent with membership to a recognised professional body for legal professionals. An advanced project management qualification/certification will be advantageous. A minimum of 3 years of experience in Board and Board committee support, providing legal advice to boards, understanding the regulatory environment of public entities, overseeing enterprise risk management, responding to requests under the PAIA and POPI Acts, and project management is required. (2 – 3 years of experience in managing enterprise risk systems and corporate governance or related field and at least one year of practical legal experience as an article clerk will be advantageous) The incumbent must have an in-depth knowledge of the principles and practice of Corporate Governance, King IV, document management , and archiving. Knowledge and experience in resource management, interpreting relevant legislation, and corporate law expertise are also critical. Characteristics of a transformational leader with strong managerial skills, a clear vision, and focused action would position the candidate favourably. |
| Duties : |
• Ensure that all processes and activities relating to the Board and its Committees are fully executed and complied with • Ensure that the Board and Committees are satisfied with the quality of the information provided to enable informed decision-making • Provide the Board and Committees with advice relating to governance and legal matters • Ensure compliance with all relevant legislation, including the NQF Act, PFMA, Treasury Regulations, PAIA, POPIA, and the King Code on Good Corporate Governance (King IV) • Coordinate internal and external governance audits • Coordinate risk management across the organization • Provide legal advice and litigation support • Maintain Board and Committee records, including information packs, agendas, minutes • Oversee the necessary support to Board and Committee members, including travel arrangements, setting up meetings, and coordination of the diaries of the Board with meetings • Oversee all administrative arrangements for the Board and Committees, including travel and accommodation, and payments to Board and Committee members • Oversee the revision and update of SAQA policies • Maintain a record of the status of all policies • Manage the co-ordination of the business unit |
