SPECIALIST: SUPPLY CHAIN MANAGEMENT (SCM)

All Inclusive Salary package (R): R641 916 – R743 078 Per Annum
Benefits: The successful candidate may structure the total package for a 13th cheque. Housing, medical aid, and pension allowance are included in the total package.

Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that operates under the NQF Act, No. 67 of 2008. SAQA seeks to appoint a Specialist: Supply Chain Management (SCM). The successful candidate will assist in the management of procurement administration and the Supply Chain Management function in line with the National Treasury requirements and SCM Policy and Procedures. (Applicants are required to attach an application letter together with their curriculum vitae and at least three references).


Requirements are: • The most eligible candidate must hold an appropriate and recognised qualification in Finance/ Business Management/ Commerce or Supply Chain Management at NQF Level 6 on the 10 Level NQF or equivalent.
• An NQF Level 7 qualification on the 10 Level NQF will be an added advantage.
• A minimum of 4 years of experience in a position within SCM / Finance/ accounting or a related field in the public sector.
• More than 4 years of experience within SCM / Finance/ accounting or a related field would be advantageous.
• The incumbent must have extensive knowledge of PFMA, PPPFA, other relevant Treasury Regulations and Supply Chain Management policies and procedures are prerequisites.
• Problem-solving, time management, project management, attention to detail, and customer-oriented should be the strengths of those aspiring for this appointment.
Duties : • Assist in providing operational leadership and direction to the supply chain management department.
• Ensure compliance with legislation (PFMA, PPPFA, national treasury regulations, circulars and practice notes).
• Implement appropriate sourcing relationships that secure cost and value advantage at both operational and organisational levels.
• Facilitate stationery procurement throughout the supply chain and organisation.
• Monitor compliance of service providers on the CSD.
• Assist in the management of procurement activities throughout the organisation to ensure that activities are conducted and provided in a fair, equitable, transparent, cost-effective, efficient and effective manner.
• Update Contracts and the service level delivery of the SCM operations.
• Craft RFQs, RFPs, and SLAs, for submission and approval.
• Assist with ensuring compliance with the relevant legislation, policies, procedures and internal controls (risk management).
• Prepare all documents for submission and approval to ensure that SCM operations are up to date.
