DEPUTY DIRECTOR: SUPPLY CHAIN MANAGEMENT

All Inclusive Salary package (R): R741 084.25

Objective: A vacancy for a Deputy Director exists within the Directorate: Finance and Administration for a person who will manage the supply chain and procurement services and the administration thereof in terms of the required legislative and policy framework.


Requirements are: The most eligible candidate should have an appropriate Bachelor's degree (NQF level 7) in Supply Chain/Business/Public Administration or equivalent plus a minimum of five years working experience in supply chain management with three years' management experience.
Extensive knowledge of PFMA, PPPFMA, other relevant Treasury Regulations and Supply Chain Management policies and procedures are prerequisites.
The person must be computer literate and able to do calculations when required.
The candidate must also demonstrate the following skills and attributes: problem solving, time management, project management, attention to detail, solutions driven, excellent communication (verbal and written), report writing, customer centric oriented, ability to elicit high performance from a pressured environment and facilitation skills.
Characteristics of a transformational leader with clear vision and focused action would position the candidate favourably.
Duties : Assist to provide strategic leadership and direction to the Procurement Administration and Supply Chain Management;
Manage procurement activities throughout the organisation to ensure that activities are conducted and provided in a fair, equitable, transparent, cost effective, efficient and effective manner;
Ensure compliance with Legislation (PFMA, PPPFMA, National Treasury Regulations, Instruction Notes, Circulars and Practice Notes), policies and procedures;
Liaise with internal customers and external suppliers to ensure the best possible procurement mechanism for goods and services that meet business needs;
Functional Management of logistics related to the provisioning of goods and services;
Coordinate procurement, appointments and management of contracts for the organisations operations;
Maintaining and enhancing Supply Chain internal controls to ensure that risk control mechanisms are in place;
Manage and inventory that is kept in the storeroom;
Participating in financial year end activities and resolving audit queries; and
Manage performance of subordinate/s to ensure that productivity outputs are met and implement corrective action as necessary.
