DEPUTY DIRECTOR: DATA QUALITY & INFORMATION MANAGEMENT NATIONAL LEARNERS' RECORDS DATABASE

All Inclusive Salary package (R): R699 796.10

Objective: A vacancy exists within SAQA for a person who will manage the quality of the input into the National Learners' Records Database (NLRD) and the maintenance of the NLRD system, thereby ensuring the full functionality and utilisation of the system.


Requirements are: The eligible candidate must hold an appropriate qualification at NQF level 7 in Information Management or equivalent, together with 5 years experience in database management and information management and three years managerial/ supervisory experience.
Also required is the ability to work with senior officials from government and other stakeholders. Relevant NQF level 8, 9 or 10 qualifications will be an advantage.
Excellent verbal and written communication skills, computer literate, time management, problem solving, project management and facilitation should be among the strengths of those aspiring for appointment.
Experience in the management of large information systems in the Education and Training sector will be an added advantage.
Duties : The main duties of this position are to:
Assist in the development of Annual Performance Plans
- Assist in the development and review of the National Learners' Records Database (NLRD) Directorate Strategic Plan and translate the strategic objectives into the Annual Performance Plan (APP):
- Participate in the development and implementation of SAQA's information management policies and procedures, where the NLRD is concerned
- Participate in SAQA's management structures, ensuring articulation between the NLRD and all business rules pertaining to the National Qualifications Framework and to SAQA
Maintain the NLRD as an information system and data-model/contents
- Identify and specify programming requirements / features inside the data model to maintain and upgrade the NLRD as an information system and data-model, as well as the searchable databases of qualifications and part-qualifications
- Participate in developing further searchable databases, for information such as professional bodies
- Collaborate with the Director: NLRD to develop strategies / plans for populating the NLRD with information on qualifications, unit standards, provider accreditations, learner achievements, professional bodies, etc.
- Manage the input into the database (i.e. online capturing and batch loading)
Manage the Provision of Information
- Guide and support the Data Coordinator in the on-going maintenance, and availability of the searchable databases of qualifications and part-qualifications on the SAQA website
- Write items concerning the NLRD, such as articles, brochures and pamphlets
- Monitor the timeous delivery of quality work from consultants and contractors
- Ensure that standard reports are produced in accordance with standard operating procedures
Facilitate Training
- Facilitate the training to data suppliers on how to use load specifications and the data validation tool
? Participate in DRR's site visits to each professional body to check information systems and to provide advice and guidance on information management and data quality
- Conduct training sessions for NLRD and SAQA staff members on the NLRD system and procedures
Compile Reports
- Collate the data and generate the report timeously utilising the information in accordance with policies and procedures
- Make recommendations in accordance with the information at hand
Manage Division's Human Resources
- Create and maintain a climate conducive to performance to ensure subordinates deliver against objectives
- Conduct performance reviews of subordinates in accordance with policies and procedures and take corrective actions where necessary
- Continuously provide feedback and coaching to ensure that the staff member/s perform at optimum productivity level
