Objective: A vacancy exists within SAQA for a person who will lead and deliver on the strategic objectives of the National Learners' Records Database (NLRD), which are the electronic information management system of the National Qualifications Framework (NQF) and the key national source of information for human resource and skills development in policy, infrastructure, planning and the verification of learner achievements.


Requirements are: The most eligible candidate must have an appropriate qualification at NQF level 7 or equivalent.

A further requirement is 5 years senior management experience in information management with experience in the strategic and technical management of large information systems.
Also required is the ability to work with senior officials from government and other stakeholders.
Relevant NQF level 8, 9 or 10 qualifications will be an advantage.
Experience in the management of large information systems in the Education and Training sector will be an added advantage.
Characteristics of a transformational leader with a clear vision and focused action would position the candidate favourably.
A comprehensive competency assessment will be conducted for short-listed candidates.
Duties : The main duties of this position are to:
Develop and monitor deliverables as per the Directorate Strategic Plan

- Conduct environmental scanning to identify priorities, risks, challenges and opportunities
- Identify the mutual impact between the NLRD and other areas, both within and beyond SAQA to position the NLRD and foster best practice in terms of data quality and information management
- Monitor activities and outputs and report on these against the NLRD Strategic Plan
Manage the Directorate
- Oversee the development and implementation of NLRD policies, procedures and processes e.g. procurement policies and processes
- Develop and maintain specifications and terms of reference for effective operation of all aspects of the NLRD as an information management system
- Ensure that conduct, performance and productivity outputs of staff meet required expectations and implement corrective action as necessary
- Develop and implement strategies to support the development of people in order to improve directorate performance
Manage the finances of own area of operations as per approved budget criteria and action any deviations that occur.
Oversee the maintenance and development of the NLRD as an information management system, and its searchable databases.
